Primary Purpose:     The Senior Plan Examiner / Inspector performs, and supervises others in the performance of, skilled plan review and inspections of building plans and construction sites for compliance with applicable codes and conformance with approved plans and related customer service matters in the Building Division of the Department of Community Development.

Supervision Received:   Works under the general supervision and technical and administrative review of the Building Division Manager.  Receives general direction from Senior Management.

Supervision Exercised:  Supervises the work of Plan Examiner / Inspectors and other staff as assigned.

Essential Duties and Responsibilities:

Supervises the plan review process and serves as a key point of contact for permit applicants for major projects.  Coordinates the flow of plans, including assigning work and prioritizing, to be reviewed by other plan examiners.

Supervises staff in resolution of issues and directly resolves issues related to code interpretation and enforcement. Exercises sound judgment in interpreting and enforcing provisions of the building and zoning codes.

Evaluates the performance of plan review staff, provides oversight regarding quality control and escalates personnel matters as needed to management. Monitors workflow and reports on various performance metrics etc. 

Assists other plans examiners and building inspectors with difficult or unusual code requirements or interpretations. Investigates alleged Code violations and makes sound decisions regarding enforcement matters. Issues violation notices, stop work and no occupancy orders accurately citing relevant code violations. 

Serves as owner’s representative / project manager regarding contract service relationships.  In this capacity this position monitors plan review and inspection services provided by consulting firms under contract with the City.  Administers contracts and assists management in the procurement of services. 

Assists building staff with records management activities and technical issues and training as needed. 

Addresses customer complaints, provides code information and explains departmental policies and functions. 


Examines commercial, industrial, and residential building plans and structures of all types for compliance with all building, fire and life safety, zoning, and sign codes, Commission and City Council approvals and other related design, construction, and land use controls.  Also applies best practices to review and approve site plans, erosion and sedimentation control measures, earthwork & grading plans, storm water drainage and management plans and supporting calculations that are prepared by licensed architects, landscape architects, and engineers for residential development.  Provides written comments to design professionals, contractors, property owners and other city staff.    

 Assumes direct responsibility for review of plans that may be unusually difficult due to size and complexity.  Makes accurate and complete written records of plan examinations as well as documentation of action taken.   

 Provides project representatives and /or applicants with plan review progress and comments throughout the plan review process in an accurate, complete and timely fashion.  Responsible for independent decisions requiring technical judgment, interpretation of codes, and customer relations. 

 Resolves problems that arise due to code or structural design issue, and coordinates plan corrections so that plans conform to applicable codes, regulation standards, and Commission and City Council approvals.

 Answers inquiries from staff and customers relating to regulations for building and housing construction, remodeling and repair, including structural, nonstructural, plumbing, mechanical, electrical and zoning matters.

 Provides technical advice, information and interpretations regarding the various codes, laws and regulations regarding building construction to architects, engineers, contractors, home owners, and others in connection with the application of building and zoning codes and regulations to various construction projects.

 Maintains permit files and retrieves information from the files for the public and for division personnel. Issues permits and performs all functions necessary on the computer systems used by the Building Division.

Coordinates building plan review and inspection related work with customers, outside consultants and other City Departments / Divisions including Public Works, Planning, Fire Department and Finance as appropriate. 

Assists at the walk-up customer service counter in issuing permits and other duties as required. 

Conducts inspections and assists other inspectors in the field with inspections, when projects are under construction, alteration or repair for compliance with building codes, zoning requirements and conformity with approved plans.  Works closely with Sr. Inspector to ensure quality inspections are performed in accordance code requirements.

Prepares and maintains records of plan checking, project status and related reports.  Works closely with Customer Service & Permit Supervisor regarding the monitoring and status of applications and reporting key metrics to management on a timely basis.   


Researches, develops, recommends and advises management regarding code amendments and performs other work as assigned.  May serve and Building Division Manager in her/his absence.

Attends meetings, conferences and seminars relating to the building code and enforcement matters to obtain and/or maintain certifications.  Prepares and presents reports, represents the Building Division as needed at outside meetings and at conferences.  Provides emergency inspections from time-to-time and provides inspection support during emergency situations.


Education:  A Bachelor Degree from a four-year college or university in architecture, architectural engineering, construction management or related field, or equivalent professional experience.

Experience:  5-8 years of experience as plan examiner / inspector or an equivalent combination of educational certification, training and experience in construction practices and procedures. Some supervisory experience working for municipal or other governmental land use regulatory agency preferred.

Certification & License: Must possess a valid Driver’s License and relevant International Code Council (ICC) certifications.  Commercial and Residential plans examiner certifications required within one year of hire. 

Preferred Qualifications:  Commercial plan examination experience. ICC Commercial and Residential Plans Examiner Certifications. Advanced ICC Certifications a plus. Certification in green building LEED AP a plus.  

Required Knowledge, Skills, and Proficiencies:

  • Strong customer service skills that enable the provision of courteous, credible and accessible service that is responsive to customer’s needs and tactfully, fairly and firmly addresses compliance matters; The ability to independently plan, prioritize, and organize work and complete assignments within a deadline driven environment; The ability to work cooperatively with other City employees and the public; Ability to apply conflict resolution techniques to bring about effective solutions to problems.
  • Knowledge of the proper review of building plans for compliance with applicable codes and ordinances addressing project design, construction, alteration, repair and related zoning and land use matters.
  • Knowledge of the purposes and objectives of building and zoning codes including the prosecution of violations of such codes.
  • Knowledge of the building construction industry with preference towards commercial permit/ plan review, processing and logistics.
  • Broad expertise in several areas of plan review and demonstrated high level of technical skills and abilities.
  • Strong written, oral and interpersonal skills with the ability to communicate clearly and effectively with a wide audience of people from residents to industry professionals and interdepartmental staff.
  • Ability to solve problems and see possible options and alternative designs, as well as understanding and interpreting applicable codes.
  • Ability to effectively serve and communicate with a wide range of customers from the do-it-yourself homeowner to the most sophisticated and experienced development professionals.
  • Willingness and ability to consistently provide a high level of customer service to the public by facilitating and assisting customers to successfully meet all code requirements while achieving their development goals.
  • Knowledge of how to enter and retrieve information from database systems and how to use standard office productivity software – Windows and MS Office.
  • Performance of all work in a professional manner with the highest level of integrity and in accordance with the City’s conflict of interest policies and practices.
