Description
Operations Services, Inc. (OSI) is seeking experienced Contract Specialists and Procurement Analysts to support federal contracting activities for the National Park Service. These roles involve full life-cycle contracting and procurement analysis, including pre-award and post-award tasks.
Position: Contract Specialist/Procurement Analysts
Location: Remote
Duties include:
Contracting Activities:
- Acquisition planning & market research
- Drafting solicitations, RFPs, RFQs
- Supporting source selection panels
- Processing award documents
- Administering contracts (payments, modifications, compliance, performance)
- Contract closeouts
Procurement Analysis Support:
- Reporting on small business goals and contracting metrics
- Organizing virtual industry outreach events
- Developing templates and SOPs
- Maintaining SharePoint resources
- Coordinating training for contracting staff and CORs
Education Requirements:
(one of the following):
- Bachelor’s degree in any field
- 20 years of experience in Contracting/Acquisition/Procurement
- 24 semester hours in Business subjects and FAC-C Certification (or DAWIA equivalent)
Experience
- 5 years in Federal Government Contracting (Pre-Award & Post-Award)
- 5 years in federal Construction contracting under FAR Part 36
- 3 years in federal Architect-Engineer contracting under FAR Part 36
Note: Will consider experience in non-federal Construction contracting and Architect-Engineer contracting that is equal to contracting activities under FAR Part 36
Preferred:
Experience as GS-7, GS-9 or higher grade in 1102 Contracting Series in position of Contract Specialist, Contract Administrator, or Contracting Officer.
Qualifications/Certifications:
- CPCM or CFCM certification (NCMA)
- FAC-C or DAWIA certification within the last 10 years
- Completion of DAU or equivalent training in Federal, Construction, and A-E Contracting
- Experience as GS-9 or higher in the 1102 Contracting Series

Physical Demands:
This position is primarily remote and involves standard office-based tasks performed via computer and phone. The physical demands are minimal and include:
Prolonged periods of sitting and working at a computer.
Occasional lifting of office supplies or documents up to 10 pounds.
Regular use of email, video conferencing, and other digital communication tools.
Work Environment:
The work environment is professional and virtual, with optional onsite work at OSI’s corporate office in Fayetteville, NC. No travel to government locations is required.
