Overview

The AVC Administration impacts the University's educational mission from physical spaces to capital development and personnel development and will be responsible for appropriately using resources in the most efficient and cost-effective manner to ensure completion of projects on time and university operations are not impacted.
Reporting to the Vice Chancellor of Finance and Administration, the AVC Administration serves as a strategic and visionary leader, providing executive oversight for Facilities Management, Emergency Management and Environmental Health and Safety, Design and Project Management, Parking Services, Transportation Services, Records Management, Mail Services, FOIA, leases and oversight of The Gardens at SIUE in support of the institution's mission and long-term objectives. This role shapes and advances a comprehensive approach to capital planning and project delivery, guiding initiatives from concept and design through construction and completion while ensuring fiscal responsibility, regulatory compliance, and operational excellence.

What You Will Do
The AVC Administration champions innovation, sustainability, and resilience across administrative, project management, and facilities functions, driving continuous improvement and elevating service delivery through thoughtful resource stewardship and forward-looking practices. Equally central to the role is cultivating high-performing, future-ready teams through intentional leadership development, performance management, and succession planning, while developing and executing long-range strategies that anticipate institutional needs, enable growth, and position the organization for long-term success.
- Provide strategic leadership and direction for Facilities Management, Emergency Management and Environmental Health and Safety, Administrative Services, and Design and Project Management which includes, maintenance and repair of campus facilities, utilities, landscape and grounds, custodial services, and transportation on all SIUE campuses.
- Initiates, monitors, and implements policies, programs, procedures and practices to ensure compliance with federal, state, legal, and regulatory requirements as well as ensuring compliance with university policies for both facilities and related infrastructure.
- Protects and maintains the University's physical resources while promoting attractive and safe facilities and grounds for the campus.
- In partnership with the Principal Architect and Director of Facilities Management, oversees planning, design, construction, and close-out of major and minor capital projects, deferred maintenance, and capital renewal initiatives.
- Leads operations team review of annual and major capital projects to ensure compliance with design standards, operational expectations, and work product consistency while remaining within communicated budgets and timelines.
- Responsible for the strategic planning, analysis, allocation, and optimization of all university-owned and leased space.
- Acts as a collaborative partner in campus space utilization planning, to ensure the effective use of academic, administrative, and auxiliary space in alignment with the campus space management program and institutional goals, priorities, and long-term growth objectives.
- Provides oversight of the Emergency Management and Environmental Health and Safety Unit tasked with emergency preparedness, mitigation planning, campus-wide training programs, and comprehensive safety programming.
- Oversee all phases of capital projects, from planning and design through execution and completion.
- Ensure operational efficiency and high-quality service delivery across all administrative functions including Parking Services, Transportation Services, Records Management, Mail Services, FOIA, and lease management.
- Develop and implement long-range strategies and plans that align with institutional goals and advance sustainability initiatives.
- Establish and maintain excellent working relationships at all levels both in and outside the University system to convey complex, diverse, and sensitive information.
- Lead, develop, and manage staff through effective performance management and professional development in conformance with university standards, including program and project priorities.

Minimum Acceptable Qualifications
- Bachelor's degree in Engineering, Architecture, Public Administration, or related field
- 10+ years of progressively responsible experience working in a facilities or construction environment with at least 5 of those years in a senior leadership position overseeing a large unit OR entire facilities or construction department
- Demonstrated project management experience
Preferred Qualifications
- Master's degree in a related field
- Experience in a university setting or complex campus environment
- Licensed architect
- Experience in emergency management and preparedness
- 10+ years of experience in a senior leadership position supervising facilities management, construction administration, and/or project management
